Hal C. Astell is a film critic and author based in Phoenix, Arizona, and is known in Steampunk circles as Count Chaos. He runs mini-film festivals at many southwest cons, including Phoenix Comicon, Wild Wild West Con, Phoenix FearCon, San Diego Comic Fest, amongst many others.
